The FCC has determined that low-power FM applicants for four frequencies in the Upper Midwest are tied and started the process of creating schedules for time-sharing.
In each of case, two applicants had sought the same frequency and received the same score in the points-based system to determine a winner. The regional applicants tentatively listed for time shares include:
Des Moines, IA, 107.9, Climate March and CPC of the WMM Usa‐Des Moines IA‐One. Climate March had claimed more points on its application but the FCC determined that it does not qualify for a tribal point, putting it in a tie with CPC.
Manitowoc, WI: 101.7, Manitowoc Baptist Church and Church of Christ, Manitowoc
McFarland and Monona, WI: 103.7, Iglesia Pentecostal Jehova Rafa (McFarland) and Madison Christian LPFM Radio (Monona)
Milwaukee, WI: 90.1, CPC of the WMM ‐ Milwaukee WI ‐ One and Souls Harbor Baptist Church, Inc.
The FCC will have a 30-day window for applicants to file petitions to deny, a 60-day window for applicants to file major change applications to remove themselves from conflict, and a 90-day period to file voluntary time-share proposals.
If applicants take no action, the FCC will come up with its own plans for time-sharing. Preference will be given to the applicant that has been local for the longest period of time.
There are also two cases of competing applications in Wisconsin where one applicant scored more points than the other, resulting in the FCC declaring tentative selectees:
Rhinelander, WI: 106.7, Native American Music Center, scoring more points than Winwood Lifestyle Educational Radio
Sturgeon Bay, WI: 100.5, Citizens For Our Bridge, Inc DBA Steel Bridge Creative Foundation, scoring more points than Sturgeon Bay LifeStyle Educational Radio
