FCC Monitor: Community News Media Completes Rincon TV Purchases

Posted on October 5, 2026October 5, 2026 by Jon Ellis

The following are updates to previously-reported items and other recent regulatory filings and actions concerning Upper Midwest broadcast stations. This report is created by the author and is not an official report of the FCC.

Iowa

CSN International’s K215FN/90.9 (Des Moines) has applied to upgrade from 50 to 205 Watts.

With its construction permit for a major upgrade recently expired, VCY America’s KVDI/99.3 (Huxley-Des Moines) has reapplied to move to 99.5 with 50kW/147m (class C2), transmitting from eastern Des Moines.

K-Love Inc. notified the FCC that K279BX/103.7 (Des Moines) is now receiving its programming from the HD3 signal of iHeartMedia’s KDRB/100.3 (Des Moines). It had previously been fed by the HD3 of iHeart’s KKDM/107.5 (Des Moines).

St. Gabriel Communications’ KLOX/90.9 (Creston) informed the FCC that it was off the air from Sept. 13 to 28 due to lightning damage, but it has now returned to the air.

God’s Grace Radio’s KGDR-LP/106.7 (Dyersville) was granted a construction permit to move to a tower site southwest of town, reducing power from 100 to 64 Watts. The move will leave Dyersville outside of the station’s main coverage area.

Minnesota

Next Step Broadcasting’s KDOM/1580 (Windom) was granted an extension of special temporary authority to transmit at reduced power. KDOM is licensed for 1kW day and 2 Watts night, directional. The latest filing says the transmitter is incapable of going over 350 Watts and efforts to fix the problem continue.

Missouri/Iowa

Community News Media LLC closed on its purchase of KTVO/3.1 (Kirksville, Mo.-Ottumwa, Ia.) and KHQA/7.1 (Hannibal, Mo.-Quincy, Ill.-Keokuk, Ia.) from Rincon Broadcasting Ottumwa LLC and Rincon Broadcasting Quincy LLC on Oct. 1.

Nebraska

Community News Media LLC closed on its purchase of KLKN/8.1 (Lincoln) from Rincon Broadcasting’s KLKN Lincoln License LLC on Oct. 1.

Usher Media’s KSYZ-FM/107.7 (Grand Island) was granted an extension of special temporary authority to transmit at about 1kW, rather than its licensed 100kW, due to problems with the main transmitter. The station’s latest filing notes that the reduced-power operation began under a previous owner and that it is working to repair or replace the transmitter.

North Dakota

Forum Communications’ KBMY-KMCY LLC has applied for a new low-power TV/translator station on channel 21 in Williston, using 3kW.

Nexstar’s KXMB/12.1 (Bismarck) has completed an upgrade from 19.1kW to 21kW.

South Dakota

The FCC recently allotted 104.9 to Ellsworth Air Force Base, near Rapid City, for a future class C1 station (100kW/299m).

Wisconsin

Community News Media LLC closed on its purchase of WVTV/18.1 (Milwaukee) from Rincon Broadcasting Milwaukee LLC on Oct. 1.
