FCC Monitor: Several More New Low-Power TV Stations Granted

Posted on July 6, 2026July 3, 2026 by Jon Ellis

The following are updates to previously-reported items and other recent regulatory filings and actions concerning Upper Midwest broadcast stations. This report is created by the author and is not an official report of the FCC.

Iowa

HC2 Station Group was granted a construction permit for new low-power TV station K28RD-D (Davenport), using 15kW.

Word of God Fellowship (Daystar) was granted a construction permit for new low-power TV station K33RJ-D (Des Moines), using 15kW.

Michigan

Full Potential was granted the callsign WDRG for its future non-commercial station on 88.1 in Wells (near Escanaba) and granted a slight facility change to 3.5kW/115m.

Minnesota Public Radio’s WGGL-FM/91.1 (Houghton) has been granted another extension of special temporary authority to operate at reduced power while it awaits installation of a new antenna, which was damaged by icing in December 2024. The latest filing says “MPR continues to work diligently to identify funding for a replacement antenna.” WGGL is transmitting at about 10% of its licensed 100kW.

Nebraska

A license to cover application indicates new station KBVW-FM/88.9 (Winnebago) has signed on, using 360 Watts. KBVW is owned by the Winnebago Tribe of Nebraska, which also owns KWTN/100.9 (Allen).

North Dakota

HC2 Station Group was granted a construction permit for new low-power TV station K33RG-D (Bismarck), using 15kW.

South Dakota

Brookings Radio LLC closed on its purchase of Connoisseur Media’s five stations in the Brookings market on June 30. The group includes KBRK-FM/93.7 (Brookings), KKQQ/102.3 (Volga), KDBX/107.1 (Clear Lake), KJJQ/910 (Volga), and KBRK/1430 (Brookings). KELO-TV reported on the sale and the new owner’s plans.

HC2 Station Group was granted a construction permit for new low-power TV station K18OK-D (Sioux Falls), using 15kW.

Wisconsin

Television Wisconsin (Morgan Murphy Media) has been granted construction permits for new low-power TV/translator stations W22FR-D (Janesville), using 13.8kW, and W25GK-D (Madison), using 15kW. The new stations will apparently replace digital replacement translators for WISC-TV that operate on the same channels; DRT’s are part of the main station’s license but LPTV/translator stations are licensed separately.

HC2 Station Group closed on its purchase of WGBD-LD/49.1 (Green Bay) from Word of God Fellowship on July 1.
