FCC Moves Forward with KARE’s Proposal to Move to UHF

The FCC is moving forward with a proposal by Tegna NBC affiliate KARE 11 (Minneapolis) to move to a UHF frequency, saying the idea “warrants consideration.”

As detailed here in July, KARE transmits on RF channel 11 but says its VHF frequency has been plagued by reception problems. It’s seeking to move to UHF channel 31 with 1,000kW, matching its competitors, but could continue to remap to virtual channel 11.

There is currently a freeze on channel substitution rulemakings due to the recently-concluded spectrum auction, but the FCC announced on Oct. 15 that it has granted KARE a waiver to allow the rulemaking proceeding to begin. The next step is for the FCC to accept comments on the proposed change to the DTV table of allotments.

Interested parties will be able to file comments for 15 days after the notice of proposed rulemaking is published in the Federal Register.

The announcement came a day after the FCC took identical action on a similar request from Tegna’s KGW (Portland, Oregon).
