FCC/CRTC Monitor: Boy Scouts Sign On LPFM Station

The following are updates to previously-reported items and other recent regulatory filings and actions concerning Upper Midwest broadcast stations. This report is created by the author and is not an official report of the FCC.

Iowa

Mary’s Holy Voice applied to upgrade KMHV/89.5 (Kalona) from its present 5.5kW/47m to 8.2kW/56m. It would also switch to a different directional antenna, adding rimshot coverage of Iowa City.


Minnesota

FideliTV’s K20KW-D (St. Cloud), which is licensed to transmit from Albany with 200 Watts, reported that it has returned to the air and is originating its own programming.


Nebraska

NRG Media’s KMMQ/1020 (Plattsmouth) requested extension of special temporary authority to operate at reduced daytime power while it continues repairs. As previously reported here, the station’s transmitter site near Glenwood, Iowa, was damaged by a lightning strike. The latest filing says the facility is mostly repaired but technical problems continue. KMMQ normally transmits with 50kW daytime; the reduced daytime power level has not been specified. It uses 1.4kW at night.

Nebraska Public Media’s K209FS/89.7 (Columbus) requested extension of special temporary authority to transmit at reduced power while the organization considers long-term relocation of the translator.

CSN International’s K211GG/90.1 (Kearney) was granted special temporary authority to transmit at reduced power of about 25 Watts, rather than its licensed 205 Watts, due transmitter problems.


Ontario

North Superior Broadcasting applied to modify the facilities of CFNO-FM-1 / 100.7 (Nipigon/Red Rock) to replace the current 200W/179m facility with 237W/219m, resulting in a slight upgrade. The filing explains that the station will move to a new tower on the same property with a new antenna, transmission line, and transmitter. CFNO-FM-1 is a secondary transmitter of CFNO-FM/93.1 (Marathon).


Wisconsin

The Potawatomi Area Council of the Boy Scouts of America submitted a license to cover application indicating that new low-power FM station WLRO-LP/103.3 (St Cloud) is operating under program test authority. The group’s application stated that the 100-Watt station will transmit from Camp Long Lake and will broadcast announcements about camp activities, offering Scouts the opportunity to earn a radio merit badge.
