FCC Monitor Special Edition: Reopening Day Filings (Update)

The FCC began to reopen on Thursday, Nov. 13, after the end of the federal government shutdown, and its Licensing and Management System (LMS) came back online Tuesday, Nov. 18.

Having been offline for six weeks, the FCC anticipated a rush of filings and asked stations “to limit filings and submissions except where immediate authority is needed and to refrain from submitting filings seeking additional relief from filing deadlines for the time being.”

Filings that would have been due between Oct. 1 and Nov. 17 are now due Nov. 18 or later. Any special temporary authorities that were due to expire between Oct. 1 and Nov. 17 are automatically being extended to Nov. 18 or later.

Iowa

*Western Iowa Tech Community College has signed on new low-power FM station KWSR-LP/94.3 (Sioux City). The 26-Watt station carries student programming and signed on Oct. 3, according to a news release.

*Cumulus Media’s KBGG/1700 (Des Moines) and K267CY/101.3 (Des Moines) requested an extension of special temporary authority to remain silent. The filings state the licensee “is in the process of considering proposals by interested parties to purchase stations like this one that are currently silent.” KBGG and K267CY have been off the air since March 28.

The American Family Association closed on its purchase of KJMC/89.3 (Des Moines) from Minority Communications on Oct. 24.

KDLX Latin Broadcasting closed on its purchase of KDLX/1150 (Des Moines) and K233BT/94.5 (Des Moines) from Trinity Communications on Oct. 30.

St. Gabriel Communications informed the FCC in a Nov. 18 filing that KCSL/89.9 (Spencer) returned to full-power operations on Aug. 4.


Michigan

Michigan Civic Media Alliance closed on its purchase of WKMJ-FM/93.5 (Hancock), WMPL/920 (Hancock), W297CD/107.3 (Hancock), WIMI/99.7 (Ironwood), WJMS/590 (Ironwood), W221ES/92.1 (Ironwood), and WUPY/101.1 (Ontonagon) on Oct. 16.


Minnesota

WRVM Inc.’s WJRF/89.5 (Duluth) has completed an upgrade from 1.65kW to 2.25kW, continuing to use its existing antenna at 181m above average terrain.


Nebraska

K-Love Inc.’s KDAI/89.1 (Scottsbluff), which carries Air1, reports that it has been operating at reduced power since Nov. 4 due to a transmitter power supply failure. The exact power level being used was not specified.

*Nebraska Public Media’s K31OC-D (Broken Bow) has been off the air since Oct. 28 due to antenna damage caused by severe weather.


North Dakota

Bible Broadcasting Network has signed on new station KYBD/88.3 (Grand Forks), which uses 1.5kW/74m. Its filing states program test began Nov. 4. KYBD displaces Grand Forks Bible Study Group’s KEQQ-LP, which moved from 88.3 to 105.9 and remains 100 Watts.

K-Love’s KNDL/100.7 (Berthold-Minot) reports that it has been operating at reduced power since Oct. 31 due to transmitter failure. The exact power level being used was not specified.

Radd Media, LLC closed on its purchase of KNDC/1490 (Hettinger) and K294DG/106.7 (Hettinger), as well as an AM-translator pair in Lemmon, S.D., on July 1. The notification was submitted on Oct. 1 shortly before the FCC databases were taken offline.


South Dakota

*CSN International’s K217GQ/91.3 (Aberdeen), formerly K201HB/88.1, signed on Oct. 15 carrying the Effect Radio Network from KEFX (Twin Falls, ID). K217GQ was displaced from 88.1 by the sign-on of a new full-power station. It transmits with 205 Watts from a tower east of town that is now also used by CSN’s K209FR/89.7 (Aberdeen).

Radd Media, LLC closed on its purchase of KBJM/1400 (Lemmon) and K285HH/104.9 (Lemmon), as well as an AM-translator pair in Hettinger, N.D., on July 1. The notification was submitted on Oct. 1 shortly before the FCC databases were taken offline.


Wisconsin

Civic Media closed on its purchase of W272AY/102.3 (Park Falls) from Tea-Visz Inc. on Oct. 16. W272AY relays Michigan Civic Media Alliance’s WIMI/99.7 (Ironwood).
