FCC Monitor: Nebraska TV Station’s Proposal Advances

The following are updates to stories previously reported here and smaller recent FCC filings and actions that do not merit a full story of their own at this time:

Iowa

Landover 2 LLC requested an extension of the construction permits for K24KD-D (Salix) and K27LD-D (Salix). Landover 2 cites a provision in an FCC public notice that allows low-power TV permittees to seek a one-time extension due to an unforeseeable circumstance such as the COVID-19 pandemic. It proposes extensions to Jan. 13, 2022.


Minnesota

Landover 2 LLC requested an extension of the construction permits for K27LY-D (Albany), K30NI-D (Albert Lea), K23MH-D (Alexandria), K29KM-D (Ashby), K16KK-D (Barnesville), K26MB-D (Brainerd), K30MZ-D (Brainerd), K20LV-D (Brewster), K24KZ-D (Brewster), K28MV-D (Dakota), K18KR-D (Hewitt), K27MB-D (Hewitt), K14PU-D (Oakland), K19KB-D (Oakland), K17MA-D (Rushmore), K27ML-D (Rushmore), K15JF-D (Sauk Centre), K25NH-D (Sauk Centre), K22LG-D (Wells), and K26MG-D (Wells), K28MU-D (Wells). Nebraska

The FCC issued a Notice of Proposed Rulemaking for a frequency and community of license change by NBC affiliate KSNB-TV/4.1 (Superior). Gray TV proposed the change as part of a larger project that would combine KSNB with KOLN/10.1 (Lincoln) at a reconstructed KOLN transmitter site. KSNB, which operates from a studio in Hastings, would move from RF channel 4 to 24 and change its community of license from Superior to York. The FCC says the change would require a waiver of its rules because the new facility is not mutually exclusive with the old facility and it would leave Superior without a TV license, though KSNB’s transmitter site is already about 60 miles from Superior. The FCC proposes approving a waiver because York is a larger community than Superior and there are open channels available for parties who may be interested in starting a TV station in Superior in the future.

A deal changing control of Standard Media Group to Soo Kim’s Paducah Television Operations LLC closed on Feb. 22. Standard Media owns ABC affiliates KLKN/8.1 (Lincoln) and WLNE/6.1 (New Bedford, MA-Providence, RI)

Scripps Broadcasting submitted a notification that it has moved the master control point for KMTV/3.1 (Omaha) to WTKR in Norfolk, Virginia. KMTV’s studio remains in Omaha.

Christ the King Catholic Church of Gering and Scottsbluff returned the license of KCTH-LP/95.1 (Scottsbluff) after Spirit Catholic Radio, which had previously been carried on the station, moved to KETT/99.3 (Mitchell).


North Dakota

Landover 2 LLC requested an extension of the construction permits for K26LA-D (Argusville), K22KG-D (Belfield), K19KD-D (Bismarck), K24JZ-D (Bismarck), K25NX-D (Bismarck), K20OR-D (Casselton), K29KN-D (Casselton), K14ON-D (Dickinson), K17KN-D (Dickinson), K26KW-D (Dickinson), K21MK-D (Garrison), K27MH-D (Garrison), K17OP-D (Grafton), K20LE-D (Grand Forks), K22KO-D (Grand Forks), K25MQ-D (Grand Forks), K24KA-D (Hebron), K27KZ-D (Hebron), K14OO-D (Hillsboro), K24KC-D (Hillsboro), K24LH-D (Horace), K16KL-D (Jamestown), K24KW-D (Jamestown), K30NA-D (Minot), K29KA-D (New Salem), K16JP-D (Sentinel Butte), K25MC-D (Sentinel Butte), K19JD-D (Steele), K27LR-D (Steele), K21LG-D (Tappen), K29JZ-D (Tappen), K14PL-D (Valley City), K26MA-D (Valley City), and K16KS-D (Williston). South Dakota

Landover 2 LLC requested an extension of the construction permits for K27LB-D (Arlington), K30MD-D (Caputa), K14PG-D (Deadwood), K14QD-D (Draper), K16LA-D (Draper), K22KJ-D (Elk Point), K20MA-D (Kadoka), K26MO-D (Kadoka), K24LP-D (Mitchell), K28NJ-D (Mitchell), K24LK-D (Murdo), K28NH-D (Murdo), K15JS-D (Philip), K15JW-D (Plankinton), K19KJ-D (Plankinton), K22KI-D (Rosholt), Q14A-D (Spencer), K28MI-D (Sturgis), K14OP-D (Summit), K25MD-D (Summit), K24LL-D (Wasta), K19KI-D (Wasta), K28NI-D (Wasta), K19KH-D (Watertown), K20KZ-D (Watertown), K30LU-D (Watertown), K21LK-D (Wentworth), and K30LV-D (Wentworth). Wisconsin

Scripps Broadcasting submitted a notification that it has moved the master control point for WTMJ-TV/4.1 (Milwaukee), WGBA/26.1 (Green Bay), and WACY-TV/32.1 (Appleton-Green Bay) to WRTV in Indianapolis. The stations’ studios remain in Milwaukee and Green Bay.

W230AN/93.9 (Hayward) was granted a construction permit to upgrade from 50 Watts to 250 Watts.

The FCC granted a license to cover for W269DZ/101.7 (Eagle River) after earlier deleting the construction permit and then restoring it.

The Burlington Area School District’s WBSD/89.1 (Burlington) was granted a construction permit for the move described here last year.
