FCC Monitor: Independence, Iowa, FM Station to Return Soon

The following are updates to previously-reported items and other recent regulatory filings and actions concerning Upper Midwest broadcast stations. This report is created by the author and is not an official report of the FCC.

Iowa

KM Radio of Independence’s KQMG-FM/95.3 (Independence) tells the FCC that a new transmitter has been delivered and KQMG-FM should return to the air by Aug. 2. The update comes in a request for extension of special temporary authority to remain silent.

The FCC and Waitt Media have entered into a consent decree to resolve concerns about an ad for Hot Wheels that ran during the children’s program “Team Hot Wheels” on KMEG/14.1 (Sioux City). The ads aired eleven times during eight airings of the program in 2018. The FCC also granted license renewal for KMEG and approved its sale to Sinclair Broadcast Group.

Digital Networks-Midwest’s K31PO-D (Des Moines) went off the air July 6, telling the FCC that the lease for its licensed site near Collins has expired. K31PO has a construction permit to move its transmitter to Alleman.

William Penn University’s KWPU/88.5 (Oskaloosa) has completed a move to 90.5, which included an upgrade from 1kW/37m to 3.9kW/53m.


Minnesota

Digital Networks-Midwest’s K27OW-D (Rochester) went off the air July 7, telling the FCC its lease to transmit from a site east of Austin has expired. K27OW has a construction permit to move to a site in Rochester.

Edge Spectrum’s W22FD-D (Dodge Center) was granted an upgrade from 100W to 15kW, remaining at its present site. The upgrade would give W22FD coverage of Rochester.

One Day Church Project, which is signing on KBQA/88.1 (Rochester), has completed its donation of KCJL-LP/95.1 (Dodge Center) to Ascent Adventist Academy.


Nebraska

Digital Networks-Midwest’s K36QD-D (Omaha) went off the air July 6, telling the FCC its lease to transmit from a site east near Valley has expired. K36QD has a construction permit to move its transmitter to Gretna.

Community Public Media’s KKNL/89.3 (Valentine) reports that it went off the air July 7 due to transmitter failure.


South Dakota

Educational Media Foundation’s KLRJ/94.9 (Aberdeen) reports that it began operating at reduced power on July 8 due to transmitter failure. The exact power being used was not specified; KLRJ is licensed for 100kW.

Edge Spectrum’s K22KD-D (Sioux Falls) was granted an upgrade from 250W to 15kW, with its transmitter remaining at Rowena.


Wisconsin

Following up on its notification that WDUL/970 (Superior-Duluth) has gone off the air, Midwest Communications has filed a notification stating that WDUL translator W251CD/98.1 (Superior-Duluth) has also gone silent.

VCY America’s WVCX/98.9 (Tomah) was granted special temporary authority to transmit at reduced power of 22.2kW, rather than its licensed 100kW, while it continues repairs on its main transmitter. As previously reported here, WVCX initially left the air on April 12 and returned April 28 with 444 Watts; it has now installed a different backup transmitter capable of 22.2kW ERP.

WRVM’s WYVM/90.9 (Sheboygan) was granted special temporary authority to transmit with 842W ERP, rather than its licensed 6.1kW, while it awaits delivery of a new transmitter. As previously reported here, WYVM switched to a backup transmitter after the former main transmitter began to drop off the air intermittently.

Digital Networks-Midwest’s W35DY-D (Stoughton) and W21EF-D (Fond du Lac) went off the air July 8 and 9, respectively. The stations’ requests for temporary authority to remain silent state that the leases at their currently-licensed transmitter sites have expired. As previously reported here, both have construction permits to move to new sites.

Native American Music Center Ltd. was granted the callsign WYEN-LP for its future low-power FM station on 106.7 in Rhinelander.

The FCC has approved Marinette Radio Association’s transfer of WLWR-LP/107.7 (Marinette) to Phase Two Foundation.
